[ As what has become something of a usual custom, Franziska makes her video broadcast in the early hours of the morning, sitting at a table with a cup of coffee on hand; sunglasses perched atop her head. ]

Good morning, Siren's Port. My name is Franziska von Karma and I see much has changed in the … year, is it, since I was here last. Honestly? Many of these changes have not been for the better. [ She takes a sip of her coffee. ] If anybody could provide me with a summary of what I've missed while I've been gone, it would be appreciated. If, however, you're only going to whine at me to read the network archives, I would implore you to waste your breath for someone who actually cares. Then we can both get on with our mornings.

That being said, I would primarily like to hear on the current status of the Newcomer Fund and the NPP, as this is the information that is most relevant to my interests. [ A beat, she sets her mug down. ]

And perhaps, any changes that might have occurred in the judicial system. [ And she's not going to say anything more on that matter, because she's sure the people who knew her from back when she first arrived will ask their questions without further needless prompting. ] That would be of interest to me as well.

Finally, I've looked at enough of the network archives to notice that there was... [ and she scowls now, her glare breaking across the reasonably neutral expression she'd been doing her best to maintain ]… some alternate timeline version of myself here for some number of months. Seeing as she's no longer here, I think it would be for the best that we forget that ever happened. It's irrelevant, really. Talking about it would be a waste of time.

[ ...Perhaps it would have been better to not bring the matter up at all, upon reflection, but she couldn't have said nothing. People were going to ask. ]

So don't mention it.

[ She links her hands together on the table in front of her. ]

That's all for now. I have every intention of getting back to work as quickly as possible.

[ This message is still carefully filtered from Papa, in the way she'd been taught how... just in case. She doubts he would approve of a message like this. ]

I've been told that if someone's NV is disconnected it means that they are no longer present in this city. That they have been 'sent home'. If there are other possible explanations, I would like to hear of them now.

[ And she means to filter this to Gant, but instead filters away from him, so as such is visible to the entirety of the network: ]

Mr. Gant, if you're out there, this isn't funny. I've not heard from you or Papa in over a day.

[ On some deeper level she's worried, but for now she'll remain angry. It is a far easier emotion to deal with, when all things were considered. ]

[The screen flickers on to small blue-haired girl skulking around the baseball diamond, trying to stay out of sight of anyone who might disturb her. There's a riding crop between her hands, bent so hard it might actually snap. While otherwise she could actually be considered a cute little girl, she looks absolutely livid.]

I have had enough of this preposterous nonsense! If anyone has any information - real information, mind - then I will gladly hear it! [As gladly as someone hissing like an angry cat can, anyway.

Somebody off screen seems to look at the girl the wrong way, and she seethes even more, if that's possible.]

How dare you - ?

This is no way to treat a disciple of von Karma!

[It's just post-Sirens; you can see the daylight through the window to Franziska's back. She's sitting at her kitchen table, sunglasses perched on her head and her whip visibly coiled on her lap, one hand tapping on its handle, the other holding a cup of coffee.

She also doesn't look particularly happy -- that is, unhappier than usual.]

Good morning, Siren's Port. I'd like to bring your attention to a certain matter for several minutes.

[She takes a sip of her coffee.]

My name is Franziska von Karma; I am a teaching fellow at Siren's Port University, a member of the Newcomer Political Party and the current administrator of the Newcomer Fund.

It has come to my knowledge recently that some of our newer arrivals here have not been properly informed of their options here in the city, and I do not know if information is becoming lost in communication, but I will take this opportunity to correct any misconceptions.

The Newcomer Fund is, as the name states, a Fund with the sole purpose of helping and supporting newcomers with adapting to life here. We acknowledge that the nature in which people are brought here - suddenly, against their will - is disorienting, and that some people may need more help than others. Examples of what the Fund can be used for include: educational expenses, housing and rent, capital for the creation of neutral Newcomer business and the like.

The application form is very straightforward, but if you have any difficulty in reading it, due to illiteracy or any other reason, then I would be more than happy to help you complete it. Applications forms can be found in areas of high Newcomer traffic, or from me directly. I will also attach one to the end of this broadcast.

Of course, the Fund did not solely spring into existence on its own, nor does it continue to function without community contribution. It is expected that when you borrow from the Fund, that you donate to it once you have settled into the community and procured gainful employment so that other new, disoriented arrivals can be helped much like you once were.

In fact, I would encourage everyone to contribute to it regardless of if they did or didn't need it when they were starting out, and to pass this information along to anyone who might not hear it. It is only through working together that our community can continue to grow and function, and we can all help each other become useful members of this city's society.

Thank you.

[And after all that speaking, she really needs another sip of her coffee. There's a brief pause where what you can mostly hear is Franziska typing at her keyboard, looking at the screen as though it had personally wronged her before two attachments show up on this broadcast.

The first is a copy of the application form for the newcomer Fund.
The second is a text version of this little spiel here.

Because, she realizes that not everyone is going to listen and she wants to cover her bases here. And if they refuse to listen and read? Well, then, they're fools who didn't deserve the funding anyway.]
