[It's just post-Sirens; you can see the daylight through the window to Franziska's back. She's sitting at her kitchen table, sunglasses perched on her head and her whip visibly coiled on her lap, one hand tapping on its handle, the other holding a cup of coffee.
She also doesn't look particularly happy -- that is, unhappier than usual.]
Good morning, Siren's Port. I'd like to bring your attention to a certain matter for several minutes.
[She takes a sip of her coffee.]
My name is Franziska von Karma; I am a teaching fellow at Siren's Port University, a member of the Newcomer Political Party and the current administrator of the Newcomer Fund.
It has come to my knowledge recently that some of our newer arrivals here have not been properly informed of their options here in the city, and I do not know if information is becoming lost in communication, but I will take this opportunity to correct any misconceptions.
The Newcomer Fund is, as the name states, a Fund with the sole purpose of helping and supporting newcomers with adapting to life here. We acknowledge that the nature in which people are brought here - suddenly, against their will - is disorienting, and that some people may need more help than others. Examples of what the Fund can be used for include: educational expenses, housing and rent, capital for the creation of neutral Newcomer business and the like.
The application form is very straightforward, but if you have any difficulty in reading it, due to illiteracy or any other reason, then I would be more than happy to help you complete it. Applications forms can be found in areas of high Newcomer traffic, or from me directly. I will also attach one to the end of this broadcast.
Of course, the Fund did not solely spring into existence on its own, nor does it continue to function without community contribution. It is expected that when you borrow from the Fund, that you donate to it once you have settled into the community and procured gainful employment so that other new, disoriented arrivals can be helped much like you once were.
In fact, I would encourage everyone to contribute to it regardless of if they did or didn't need it when they were starting out, and to pass this information along to anyone who might not hear it. It is only through working together that our community can continue to grow and function, and we can all help each other become useful members of this city's society.
