That's not a bad way of putting it. Both are legal here, although there are steps being taken to stop them.

And of course, people who will abuse the system to go further than the law allows. And a corrupt systems allows more corruption to breed.

On the 'good news' side - there is a Newcomer Fund. We fund it ourselves, and each Newcomer can draw from it, if needed, for things such as schooling or testing fees or if they are unable to find a job need food or other necessitatis. Your degree will be honor but you'll need to be re-certified - I had to reseat my boards, for instance.

[ A tilt of his head. ] And if I go into any old police station they can push me through the re-certification? I'd rather be earning my own way rather than scrounging off other people. It's just how I was brought up.
