I need any information on magic pertaining to souls, unleashing or releasing them. Any information would be helpful.

This is not the first time Angelus has been released. The first time it was released by ancient Asian magic. It took a powerful witch to get it back. And in the meantime, he went on a rampage.

I don't care if he's on some bounty. This isn't who he is, and I'm sure it's to be said for the other vampire. I'm not the most skilled in magic, but I think I could do this. I simply don't have the right resources.

If any need information on protecting yourself, holy water and crosses will fend him off, but I advice staying in your house or apartment.

Soulless or not, he will still be held accountable for his actions. [ It's almost... an apology. Soullessness might possibly be the best extenuating circumstance ever, but he doesn't have any clue how that is going to hash out in a courtroom ]

[Vampires? Hell yeah the Doctor is paying attention. He's had a bit of a run-in with vampires back in his own universe. Not to mention, Vampires and Time Lords were very close cousins back home]

Vampire, then? Mind sharing what other stipulations your vampires have? There's at least a thousand different myths and origins to vampires I can think of, and each tend to have a different set of weaknesses.

I may not be able to help with the magic part of things, but if you ever need help building any sort of restraining device to ensure he doesn't get killed by some less sympathetic and more violence prone individual, my line is open.

Of course. It’s completely the victims’ fault for walking outside at night in their own city. Your friend’s only murdering people. Maybe raping them, if he’s the bloke I had the luxury of chatting with. But who cares. And hell, since you’re pleading for mercy on behalf of your friend, why not generalize and beg for the other murderer as well? Never mind that each of their victims likely have souls and families and friends of their own.

You don’t gain anything from their living, so long as you can get your friend off with whatever sob-story excuse you can make up. So we should all just sit indoors while they fuck and rape and kill anyone they please while you piddle around trying to find a solution that spares your bleeding heart.
