[Diego is sitting at his desk at the prosecutor's office. There is a large stack of paperwork in front of him. He picks up the top sheet, casually sipping his coffee with his other hand.]
Thirteen suspects. Let's add it up.
One hundred and thirty counts of willful destruction of property. Twenty-six counts of arson. Ninety-one counts of assault, twenty-six counts of assault with a deadly weapon and thirteen counts of assault by misuse of powers. And last but certainly not least, fifty-two counts of manslaughter.
[A long sip of coffee.]
Now all I need is names.

[And Crowley begins to feed slices of the orange to something at his knees -- Castiel's hellpuppy, Abaddon, is begging for them.]
I've witnessed bloody revolutions and peaceful turnabouts. I can promise you that the situation at hand isn't going to be solved by acting nicely and minding our manners. No amount of tongue-in-cheeking is going to cure the inherent social segregation in place within this society. The Newcomers will never cease feeling like outcasts, the natives will never cease thinking us savages -- acting as if we are equal isn't going to do anything but kill us faster.
That being said -- of course equal punishment is necessary, but punishment should always fit the crime. Should the oppressors be protected so much as the oppressed? Should we really enact a massive witch hunt for people standing up for their rights and their senses of dignity against Big Brother? Or should we instead make a larger statement against the government of Siren's Port, that we are willing to go this far, but we will go that much farther should our demands not be met.
[He scratches Abaddon's ears.]
Talk of revolution doesn't come about and begin to catch on unless there is a need for it, prosecutor. I would prepare your offices for many more tiny uprisings. People are beginning to grow tired of being told to mind their manners.

Is that "larger statement" against the government you describe referring to terrorism?
[Another calm, casual sip of coffee.]
You're going to have a hard time selling any sort of violence in the name of protest to a city prosecutor. Attacking those who hate us does nothing but raise the stakes. Soon, we'll have active war against Newcomers, natives doing unto the innocent rather than running the risk of having anything done unto them.
[Siiiiip.]
Sure, we stand a chance of winning. Maybe even a good chance. We have the abilities. We have the able-bodied who can lift a gun or a sword. But the ones who act as soldiers are not the only Newcomers who'll die in the crossfire.
And I'm not prepared to watch Newcomer kids die in a war knowing that it had a chance of being prevented.

[He allows Abaddon to nose his fingers around as he talks, watching the hellhound thoughtfully.]
All I am pointing out is that your methodology of behaving ourselves isn't going to work, not with the mentalities of both parties involved. And speaking from my own successful revolt of one of the oldest establishments in the history of the universe -- you don't gain anything without the necessary amount of sacrifice.

I'm not a prosecutor for the convenience of it. The law is one thing I will not stop believing in.
