[So here's a Kurt looking much different than he has in the past few months. He's bright, energetic, and practically glowing. He looks just a touch guilty, though, as he focuses the camera on his face.]
Blaine's at work, but I just couldn't wait, I'm sorry--
[He holds up his hand and wiggles his finger, showing off his ring, which is now inset with brand new precious stones. He bounces up and down a little.] I'm engaged! We're engaged! Officially! [Finally.]
I'll be planning the wedding, of course, but I can't even think about it right now-- [He has tears in his eyes again. Seriously, he's been happy-crying on and off since last night.] I just can't. I'm too happy!
[He brushes a tear asway.] I'm just so happy.

That way, everyone knows who you are. Though I suppose you could go boring, and use your actual names.

No pressure at all, on his steady love life. At all. Nope. Another tedious subject to dance around with Franz later tonight, he's sure, but as for their good friends-]
That's wonderful, Kurt. Ah- Blaine too, be sure to pass along my congratulations.
You must be so excited to put all the wedding plans in real motion now, hm?

That's really great, Kurt. I'm really happy for you two. [He smiles.] But you really couldn't wait for Blaine to get home from work?

[Alas, the historical imput. Eponine herself isn't bothered and she definitely doesn't want Blaine or Kurt sentenced to hard labour, just for being in love.]

But then, Siren's Port has been very clearly against any kind of sexual orientation discrimination.]
Congratulations, you two! That's such great news, how long do you plan to wait before the big day?

reaction; 1/2 (sorry for the tl;dr)
Well, it's sort of inevitable, isn't it? It doesn't seem like that long ago that Kurt was telling him about a ring, hidden and waiting, and Franz had argued with him about his motivations to do so. He can't help but think that this could be a recipe for disaster, that despite their candor they're not ready, and today's happiness is tomorrow's sad and broken torch song. In Franz's experience, happiness is just the calm before the storm of disappointment and misery. He lives his life with a white-knuckled grip on some imaginary railing, waiting for the wind to pick him up and throw him like it has every other time. Kurt and Blaine are similar, their time here has been anything but easy, and every time it seems like they're making it they end up damaging it for themselves, or fate intervenes. They're probably not ready. They probably can't handle it. But. It's not his place to say. They love each other, Franz does believe in that. And maybe love really can find a way, even for two men. He wants to believe he believes that, which is almost the same thing as actually believing.
Momentarily stunned, Franz closes his NV and pushes it across his desk. He lays both hands flat on the surface, counting backward from ten. Okay, here's an amazing opportunity not to be a terrific asshole and do the emotionally-distancing somewhat mean-spirited sarcastic teasing yet blunt and hold-no-prisoners thing he usually does with Kurt. This would be the perfect time to never do that again. He's not the goddamned mother of the bride, after all, and no one's asking him to show affection by henpecking like he tends to. But the urge to be sarcastic is so strong his fingers twitch. He's ready to throw a verbal brick through the window of their friendship over this. What horrid thoughts Franz has, just because the immediate, gut reaction is to shove this entire situation as far away as possible. Such a wicked child he is, and selfish, to briefly consider taking a lifelong moratorium from using the confounded net devices. Months later, Daedalus and he would receive a lacy invitation in the mail that Franz would use to light candles in the apartment, and pretend he never found. God, he's awful. This is the emotional garbage that makes people into monsters, this ugly, bitter feeling that makes him feel like old, dead skin stretched over far-too-young bones. What kind of price does such gall have? He's already tired of entertaining it, but where is he supposed to store it away if he doesn't keep holding it?
The gigantic marriage-shaped elephant in the living room he shares with Daedalus that has just tripled in size thanks to this announcement. That has to be some kind of record. Franz wishes that pretending something didn't matter was the same thing as it not actually mattering. He wishes he could tell little white lies without them accumulating into gigantic migraines.
I am happy for them, though. And this isn't about me. Don't be a baby. Don't sulk. What are you, some little girl whose younger sister landed a good fiance when you have no prospects? It's not like you'll never get married ever. One of you will probably just die first. Grow up. Get over yourself. You are happy, and that is enough for now.
Be happy. For the love of god, just be happy. What's wrong with you?]

[There's a part of him that feels surprisingly, irritatingly jealous of two young men who could be his sons; another part, just as surprising, that's sincere in his congratulations. He's not sure things would have gone differently in his life if he'd been allowed this particular freedom -- it's certainly not the first thing in his past he'd change, or even the tenth -- but... seeing this in passing, he can't help but spare a minute to wonder, all the same.]

[Emil sounds so happy that you'd think he's known the couple for years, when really, this is... the first he's heard of either of them, ever, but this is still such a pretty, soft thought that it's made him really elated.]
