I don't think you're understanding what I'm asking. The folks that were prey can sign up sure, but those Newcomers that caught other Newcomers to be prey aren't going to speak up, or sign their names to it. They probably had very specific reasons - monetary in nature most likely - for doing what they did. You're going to drive them to lay low and never be caught.

And of course I'm going to worry about the how. I'm part of the community too. It's my responsibility as part of that community to ask how. Because it's putting my friends and my family at risk.
