There are things that the government and the police are not equipped to handle amongst the Newcomers. However, at that moment, those from the same world as the perpetrators, should be asked to step up, and if not directly interfere, then offer suggestions as to how to contain any threat.

Unfortunately, that is not always feasible, and then the Newcomer community should be canvassed for skills that might be useful.
